Unified Carrier Registration (UCR) Overview

The UCR is a federal program that requires motor carriers, freight forwarders, brokers, and leasing companies operating commercial vehicles in interstate commerce to register and pay an annual fee.

It is mandatory for companies that meet these criteria:

  • Operate commercial motor vehicles (CMVs) in interstate commerce

  • Own or lease vehicles with a gross vehicle weight rating (GVWR) of 10,001 lbs or more, or transport hazardous materials requiring placards

  • Companies with 0–2 CMVs are considered small carriers and pay the lowest tier fee

Why It Matters

  • Ensures your business is compliant with federal law

  • Funds state safety programs for motor carriers

  • Non-compliance can result in fines or denied authority

  • Required before operating interstate or obtaining USDOT/MC authority
